good old jet wash! re sand and seal!
tread carefully with weed killer.. obviously it will do the job however it can stain/damage the colour of the paving
Roundup then two weeks later brush the joints with a block paving joint brush tool. Works well
We maintain 1,000's of sq m block paving on one of our sites. Traffic usually keeps 90% weed-free. I do a monthly 'walk-about', spot treating with Roundup or similar in knapsack sprayer, which catches the seedlings before they become too apparent. Do not use a residual weedkiller as run-off is harmful.

get it clean, and keep it clean, giving a good brush every few weeks, weeds wont grow on clean paving
AS motor make a brush thing that cleans hard surfaces of weeds etc.
