Number of points to take into consideration (not a full list but some pointers to start with):
Do you know who previously had the contract and why it is being put out to tender or is it just up for renewal?
How long is the contract for?
Is it a large HA or a small local one??
What is the current quality of the grounds?
What has been specified in the tender pacl /specifications doc - such as edging up ever other visit, cut hieght of grass sward, number of visits per year, litter picking etc?

Thats the question i ask when iam quoting for housing associations. If you know most of the gardners in the area you can normally tell whats there standard of work is like. So finding out who there gardner is can really help with your quote.
I also ask what there being charged so you will have a rough guide for a price.
If its your first HA contract i would put in a low quote to make sure you get it the reason is, getting on there books is very hard to do and many gardner would love to be in your position. Also in the winter you will find the extra income that these contracts generate a great help.
Have a read of BSGs sample contract you will find it a great help.

The previous contract is still running but to very poor standard, one of the residents has put my name forward. the contract is for one year april to april but can be terminated on one months notice. i will email you more info later today.

The current condition of the site gives you a good chance to get the price spot on and hopefully win the tender. Martin is right about going low for your first HA contract but I would use the word "sensible" else what sound like with the current provider they default on service to ensure profitability / break even.
Your cost must be from a position of quality and sustainability. A fair balance between cost and quality to ensure that they receive the service for which they have paid, at a standard which they deserve.

One thing to bear in mind when assessing a new contract is judging the personality of the person running the contract as well as a general assessment of the work and the site. Very often the lack of flexibility and understanding of the contracts manager can be responsible for any failures of a relationship. If they seem heavy handed and autocratic then think about the flexibility this person might allow in the daily and weekly running of the works schedules.
You are about to enter into a partnership so I would not expect the person responsible for working with you to hold all of the information back. Whilst I do not expect them to tell you what to charge, I would expect them to indicate what budget is available and there is no reason to try and trick you into running the work cheaply for their benefit.
It's your skill and professionalism that they seek and it is respect and fair treatment you would like in return.
