Firstly get a good spray over with Round-up or similar Glyphosate based herbicide. Repeat in a month or so to see where you have missed. Depending on how bad the ivy is, you may want to skim the surface with a mini digger. Rotavate and prepare when conditions allow, sow seed Mid Sept and it should be fine.
As above, what is access like? A Blecavator would make prep easy and then blec even do powered rakes to make life easy. You can hire both depending where abouts you are.The glyphosate is very important or you will have more weed than seed.
My advice was to spray, leave it a week and re-spray but the client is worried about her cats. I said the spray is quickly absorbed so keeping the cats inside for a few hrs would work. I am concerned rotavating might multiply any weeds that are clinging to life....
It's pretty level and I'm not sure what lurks beneath but it was an orchard so am not expecting it to be too bad. I've attached some pics...
