Get off do a gel crystal thing which works fairly well
There is a system out there that produces a sub sonic whistle and is motion sensitive. Cats seem to hate 'em.

Water pistol or a super soaker works a treat! My old neighbour when I was a wee kid used to chase our cats outa his garden by squirting them. Within 6 weeks the cats would bypass his garden completely.
Or my original choice a dog, particularly a chasing/gun dog type. My spaniel used to chase cats and squirrels he never caught one (I don't think he could have caught a cold!)it was bloody irritating out on a walk but he kept my garden squirrel and cat free! (Sadly now in the big kennel in the sky)
Malt vinegar sprayed all over fence tops, gates and surrounding areas - cats hate the smell and will go elsewhere!

I have used the sonic deterents before in my own garden and they worked well but i know others who found they didn't work at all.
I have some lovely nepeta in my border which is repeatdedly flattened by what i presume is cats sitting on it at night.
No doubt you have Googled it and found that there are several proprietary brands. However, I came across a recipe for home-made stuff http://www.wikihow.com/Make-Homemade-Cat-Repellent . Quite interesting.
Of course, your customer could always get a dog :-)
50% success with this in my case. Even found cat poo in the same bed! Almost a ya boo sucks to you moment. However 100% success at catching the gardener unawares! Blooming stuff blasted hurts!
My old aunt used to use dried out teabags with a few drops of Olbas oil on each placed around the beds. May be worth trying.
Our two dogs keep them off mine.
