I think autumn/winter is the best time for this as there is not much UV rays, i.e the sun from now on creating the dreaded blanket weed or weed growth problems.. If the pond has filters a UV light should be added which will kill algae cells forming together which make blanket weed and keeps the water not green and clear.
Another way is to introduce grass carp, is a species of fish that feed on algae and weed and many large lake owners with an excessive weed problem have done this around the world.
but if its a natural wildlife pond , get your wellies or waders on and now is the best time or early spring before the frogs and newts appear! Hope that helps.

on stuff like bullrush and other reed type weeds. In water weeds are harder to control with a stock of fish because most chemicals work by removing the oxygen killing the weed but also the fish!

Best time is during and after Autumn, do it on a daily bases removing leaves. This will stop them from sinking to the bottom.
