This can happen in warm weather, in a moving van. The lighter petrol element of the mix evaporates in the carb, leaving the heavier 2-mix. THe movement of the van causes it ooze out through the air intake. Especially if the blower is not stored upright.

In my experience, all the hand-held petrol tools end up with a sort of oily gunge around the carb after a lot of use..... nothing to worry about. I've used carb cleaner to clean it all up but it really doesn't cause problems. As David says, the oil is whats left after the petrol evaporates.
