Hosepipe Ban -The answer is dripline this connected to a timer is approved by some waterboards, gets water to the roots and if used with mulch will keep the garden healthy with low usage. I recieved this responce from Anglian Water on Wed 28th Mar after my original email:
Dear Mr Barfield
As you may imagine we are getting many queries from customers such as yourself who are reliant on the use of water from a customer’s domestic supply for their business needs. Because of this we are currently coordinating with other water companies over possible exemptions to the ban in circumstances such as yours as well as to ensure a consistent approach through all drought hit regions. Any changes will be announced before the actual implication of the ban so please check our website regularly for updates.

Water harvesting has to be promoted and included in early design stages of garden work.
