Glad the docs got to you in the end. The risk assessment one is a killer!

Regarding mulch. All depends upon clients requirements but as a min. 2 inch deep. Again depending upon requirements sometimes it is acceptable to use wood chippings from a tree surgeon but mormally Rolawn but at times I do have to question the quality of the product.
