Perhaps i'm drunk but its almost impossible to work out what on earth you are on about from that post?
basically its like a soak away that fills up with heavy rain,
so if it does it once paved over it needs a 'barrier' / liner to stop it ruining grout/ hardcore.. ?

A soakaway under a paved area needs to be well detailed so that there will be no undermining of sub base by water filtering in/ past. It obviously needs to be fill with crates or clean stone of some sort, all wrapped in a geotextile.
It needs to be restrained on all sides and capped with a geotextile/some leanmix concrete ideally.
Sounds like there could be some other issues though. Can you describe the actual hole in a bit more depth? The surrounding area etc? Is there a liner still in there?
it was an old small pond only 2mx1m max. possibly 1m deep - its already filled in and hardcore at top if i remember correctly......
crazy/grey? paving around it or blocks. so she wants i.stone to put a bench on for the view.
i sprayed mares tail as i saw it and said i would look into a barrier for autumn job !
The liner at the bottom should have been removed or at least heavily punctured.
It should have been filled with clean stone or clean rubble as it won't settle. If its been filled with general hardcore just then just compact it as well as possible and cap it with concrete 4 inches thick.
was possibly concrete ..
