Bonded or bound shingle would work. Tarmac would be fine. Tar and chip at a push. Avoid loose aggregates.
we have laid block paving on steeper driveways than 1:10
complete the work as per the normal specification for laying block paving and apply a sand stabiliser or seal the paving, both of these products will hold the kiln dried jointing sand in place
alternatively you could use a natural stone product what are individually bedded on concrete then either jointed with a brush in resin jointing product or use traditional sand and cement to point the joints
or for a purely functional driveway you could tarmac it
