Dont think that would work you need to treat the cuts when they are fresh otherwise they will heal over.

I wouldnt spray them but treat the cuts with neat roundup. but may take a couple of applications. Or you could just dig them out.

Cottoneaster horizontalis, a common ameniety shrub used for ground cover. The roots dont usually go that deep and they are pretty easy to dig out (depending on how long its been in for).

Brush cutting it is no good, get a set of sharp loppers (leaving enough to grab hold of) and cut it out, dig in to the base and spade it out and pull out by the stalk. Or better stiil if youv'e got access, get a micro-digger in.

Not much else you can do to do to get it out.

agree cut back with loppers and remove roots

a spade, an axe and some hard work should do it.

More Cotoneaster Coral Beauty more then C.Horizontalis

It can layer, so best to dig it out rather than spray, taking care to remove all runners.

A "roundabout plant".
