Do they know that they are going to need Planning Permission for a boundary wall that high (6'6" the allowed height) especially if it is within 2m of a highway (1m high allowed).
Whatever the scenerio, it's gonna be a big job and it is probably best if your Client employs a professional designer such as an Architectural Technician, Civil Engineer or competent Landscape Architect/Garden Designer to make sure all the legalities, foundations (stepped if on a slope), expansion joints, wall profile section (is it part retaining wall?) and coping details are properly thought through.
